Six days later, Interior determined that the land did not qualify for gaming under the Indian Gaming Regulatory Act (IGRA), forcing the tribe to shutter the operation and take the federal government back to court.

The arguments came as Scotts Valley asked US District Judge Trevor McFadden to issue a preliminary injunction blocking Interior’s July 30 decision. The outcome of the dispute directly threatens the tribe’s much larger ambition for the site: a proposed $700 million casino resort and hotel.

Under IGRA, gaming is generally prohibited on land taken into trust after 1988 unless it qualifies under specific exceptions. Scotts Valley claims its Vallejo property falls under the “restored lands” exception for federally recognized tribes.

The artifacts also include a 1966 cocktail waitress uniform, a Cleopatra costume and headdresses from opening events, a Tom Jones show program from 1971, Caesars Palace Grand Prix posters, and an old high-stakes slot machine.

The statue now stands, bargeless, mounted on a red-striped pedestal flanked by golden sphinxes.

Cleopatra’s Barge opened in September 1970 in what is now the Nobu Hotel tower, replacing the earlier Nero’s Nook lounge. The 180-seat lounge featured as its centerpiece a “floating” stage designed as a replica of the vessel aboard which the Egyptian queen is said to have bewitched Mark Antony.

The pleasure craft, installed in a shallow lagoon, featured a gold-painted, topless figurehead that extended far into the public walkway. Guests quickly turned rubbing the statue’s golden breasts for luck into a classic Vegas tradition; staff regularly repainted the most-touched areas.

According to the FBI, which raided his Las Vegas house on human trafficking warrants in 2014, Rashid “persuaded, induced, enticed and caused hundreds of victims to prostitute themselves for his benefit” beginning in 2002.

“Rashid operated a high-end prostitution business that transported victims across the United States, using various paid websites … to advertise the victims for prostitution purposes,” read a press release from the US attorney’s office, District of Nevada.

Prosecutors said Rashid imposed strict rules, manipulated the women, and used threats to maintain control. Some victims were encouraged to tattoo his name or image as a sign of loyalty, and many were led to believe he could advance their entertainment careers.
